Dr. Dinesh Arora is a physician and public health specialist with over 20 years of experience leading transformative health reforms across South and Southeast Asia, Central, West and East Asia, the Middle East, and North Africa. A Chevening Scholar with a master’s in Economics, he is currently pursuing a doctorate in Health Policy at Johns Hopkins University. Renowned for evidence-based approaches to complex health challenges, he overhauled Kerala’s health services in India, pioneered the world’s largest publicly funded health insurance program, and as Founding Deputy CEO of India’s National Health Authority, helped establish the Ayushman Bharat Digital Health Mission. At the Asian Development Bank, Dr. Arora manages a diverse portfolio across Türkiye, Azerbaijan, Pakistan, Mongolia, the People’s Republic of China, India, Bangladesh, Indonesia, spanning health systems strengthening, pandemic preparedness, climate and health, vaccine and regulatory capacity, One Health, digital health, and early childhood development. His work emphasizes scalable, sustainable reforms that integrate innovation, financing, and governance to improve population health outcomes globally.
