Dr. Kenneth G. Ronquillo is a member and technical adviser of the Faculty of the Ateneo School of Government in charge of courses on Human Resources for Health Development and Management. Until his retirement in the Philippine Department of Health, He was Undersecretary for Universal Health Care - Policy and Strategy. He provided executive oversight to sectoral and institutional Human Resources for Health Development and Management, International Health Cooperation, Local Health Systems and Development, Organizational Strengthening and Performance Monitoring, Evaluation and Strategy Management as well as provided principal oversight and functions in the establishment and management of UHC systems in the country, through his role in the Department of Health.
Dr. Ronquillo honed his executive and technical expertise from his many training on Public Health and Health Human Resource Development Management in different prestigious institutions, both local and abroad. He was granted a fellowship at the Vrije Universiteit Brussels where he obtained a certificate in International Health. He obtained his Master’s degree in Public Health Methodology from the Universite Libre de Bruxelles, with distinction. He has a Diploma in Human Resource Development from the Ateneo de Manila University, a Certificate on Human Resource Management at the Curtin School of Business, Curtin University of Technology, Australia, and has attended a specialized course in Human Resource Planning at the University of Keele, Staffordshire, England.
He also specialized in health reforms, completing the course on Health Sector Reform and Sustainable Financing at the World Bank Institute and the Harvard School of Public Health. He later pursued the advanced course at Semmelweis University in Budapest, Hungary.
Dr. Ronquillo is one of the champions of Universal Health Care in the country. He was involved in the formulation of the Implementing Rules and Regulations of the Universal Health Care Act, and among the primary authors of “Universal Health Care in the Philippines: from Policy to Practice”.
He led and convened the Philippine HRH Network for 2 decades. He also led the crafting of the Philippine Human Resources for Health Master Plan 2020-2040. He is currently co-chair (together with Canada) of the Expert Advisory Group on the Code of Practice for International Recruitment of Health Personnel. On the side, he does consulting services with the DOH, its Centers for Health Development and the Academia.
