Xiaohui Hou is a Senior Economist at the World Bank with over 20 years of experience in development. She specializes in health with extensive knowledge of poverty and social protection. Throughout her career at the Bank, Xiaohui has led policy dialogues, lending operations, flagship analytical projects, and program development in countries across Eastern Europe, Africa, South Asia, East Asia, and the Pacific. While she was based in the Pacific, she led the development of the Non-Communicable Diseases (NCD) Roadmap in the Pacific, which was presented at the first regional joint Ministers of Health and Finance meeting. In her most recent assignment in the global unit, she led the "Silver Opportunity" book series on building integrated services for older adults around primary health care, the “Hospitals in Health Systems” report, and the strategic purchasing and provider payment program. She also took an external assignment as the Deputy Head of the East and Northeast Asia Subregional office of the United Nations Economic and Social Commission for Asia and Pacific (ESCAP). Her work has been published in books and peer-reviewed journals in the fields of economics and health. She has also served as a visiting scholar at several universities. Xiaohui holds a Ph.D. in Health Economics from the University of California, Berkeley, and a bachelor’s degree in Biochemistry from Peking University.
